Downed line across public street – System canceled 2 appointments because I'm not home for OSP hazard

Hello,
I need assistance from an Official Employee to escalate an Outside Plant (OSP) infrastructure hazard.
An Xfinity overhead cable line has been completely severed and is hanging/laying across the public street. This is not an issue with my individual residential drop or indoor equipment; the damage is entirely out in the public right-of-way. No technician requires access to my home or property to resolve this.
Unfortunately, standard phone support has repeatedly misclassified this as a residential service appointment. I have gone through two support calls now where a standard tech was dispatched. Both times, the system required me to be physically present, and the appointments were canceled because I could not take off work to sit at home for an outside street hazard.
Please help me open an Outside Plant (OSP) / Maintenance ticket so a line crew can repair this severed wire in the street. Again, no one needs to be home as the work is completely external on the utility poles/street.
