The tech should be able to navigate around the existing service the best they can. The tech will also give you a call before they arrive, and I would advise you to let the tech know during that call. This way, they know what to expect, and you can discuss your options for the new outlet and cable installation.

Would the tech be able to tell if the coax cable is already in use?

user_qluc08, the tech does have equipment that can detect signals, but they could assume the new installation would be a swap from your current provider. It'd be really important to give them a heads-up when they arrive. We can also leave notes for them for peace of mind. Since you want to keep the existing service, they'll run a new drop and create a new outlet solely for our service. If the internal wiring is being used by another provider, a new outlet will be installed, typically from an exterior wall into the home to avoid any issues.

Another question I have is how much will it cost to run a new outlet? Also how do I leave a note for the technician?

user_qluc08, I was able to place notes on the installation order, so we got you covered there. The service visits are currently $100.00 for the installation, which would include any new lines/cables needed.

It is possible that I can have Xfinity and this other isp at the same time right?
