Depth Cable Lines Should Be Buried After Repair

We had our cable line replaced several months back. This afternoon I was doing some yard work and found that the replacement cable was placed just under our rock in the backyard. They appear to have only racked rock over the new cable. I also found that the junction was not covered and had a sticky substance on it. Should these lines have been buried deeper? I know they came out and surveyed for underground lines before the work was done, so I'd assume they would need to be buried in the ground to some extent.
