Deceptive sales tactics at local store and downright dishonesty

Good evening I’m trying to figure out who I can escalate deceptive and fraudulent sales tactic and practice at a local store to? I have attempted to resolve it at the store level unsuccessfully, Committed to seeing this through as I truly believe this situation could’ve been prevented.

please advise.
