Damaged waterlines

Our neighborhood had fiber installed by Comcast and the contractors damaged our waterline when burying the cables. This has caused massive leakage and thousands of gallons water usage, even affecting our ability to use water in our home. How do we submit a damage claim for repair? Xfinity is not our ISP.
