Damaged Pedestal?

I have a telecommunications pedestal near my property line that appears open and possibly damaged near Medley Park in Golden Valley. The metal access cover is not secured and the wiring inside is exposed.

Could you please confirm whether this equipment is still active and arrange for repair or removal if needed?
