Damaged Junction/Pedestal Box

Just walking outside the house and I noticed that this junction box is looking damaged and I'm sure that covers not supposed to be off and exposed like it is. This is located between the houses 14 Cornerstone court and 9 Cornerstone Court in Ridgefield Connecticut.
