Damage to my property from Comcast cables

I live in Chicago, and the Comcast cables for my property and the next door property go over my garage. All of the cables are laying on my shingles or slapping against the side ot the roof. When it's windy, the shingles move underneath the cables. I haven't lost any shingles yet, but it's only time till that happens.

 

I need this addressed. Everytime I see an XFinity truck nearby or in the alley I ask them to address it, and they say they'll "put in a ticket". 

 

How do I get this adressed??
