damage cover plate

I need to talk to someone about an injury I endured due to dangerous sidewalk caused by an erroneously placed vault cover/CATV plate (Comcast). I first reported this incident in February 2024. Since then, Comcast has referred me to their subcontractor CableCom LLC, who then in turn referred me to yet another subcontractor, JD Telecom. So far every company has tried to avoid taking responsibility and passed the blame to another subcontractor. It's been many months since my injury, and I need answers now.
