Damage claim

Our sprinkler pipe was broken badly on Sep 21 (49 days ago) by the fiber line burial, and that team did not inform us of the damage and shoveled dirt over it. We discovered and reported it on Sep 23. The wrong complaint ticket was put in for nearly two weeks of regular reports and requests for assistance, and the official damage claim was submitted Oct 5 (35 days ago). I have called or messaged several times a week to get action on the ticket, have been assured by at least 4 representatives that this is an unacceptable length of time to wait for repair, but most calls end with an assurance that I'll get a call in 1-2 business days. That call has never happened. What do I need to do to actually get someone to fix the damage that was done and covered up?
