Customer service problems

Im a new customer who wanted technical to install my internet i make appointment and it got cancelled 3 times and the customer service people just lie one time they say i cancelled it 

other they said its the technician, or they say there’s no appointment i have been stuck with them for 2 weeks waiting fir my internet and they just continue making fake appointment 

even the amount for the plan got change 

i have chat pictures and call records 

i wanna know how can i report a complaint
