Customer Service Assistance with Comcast Tubes

I work for the Venice Golf & Country Club HOA in Venice, FL. While we have a business account for our office, I've been trying to contact Comcast for assistance regarding several broken utility tubes throughout the community located in various homeowner's yards. We do not have a bulk community account, but we are trying to be proactive before these tubes break and the homeowner's services are affected. I called on February 5th and was given ticket #[Edited: "Personal Information"]. When I called back today for an update, I was told this ticket # doesn't exist. 

I attempted with 3 different agents, last one being Christopher [Edited: "Personal Information"] to set up a new service call. Each time I was met with resistance and being told that they can't help. Christopher ended up hanging up when I told him that I just need these tickets created after being told reasons as to why there is an issue with creating it. How can we get someone from Comcast to come out and replace the broken utility tubes?
