Credit for Recurring Outages

There have been 3 all day outages in my area within the past 2 weeks. I work full-time from home and am currently a grad student, and these outages have required me to pay for wifi at cafes and restaurants, which has really started to add up. Can I get credit towards my bill since I was without service for 3 full days?
