construction ticket creation urgent request.

I’m reaching out for some guidance regarding a prospective customer who is dealing with an unresolved issue. I’m trying to help them get it taken care of, but I need to connect with someone at Comcast who can initiate a construction ticket. I support their data and telephone network, as their vendor. 
The customer is located in Beacon Hill area of Boston and recently completed a remodel of their building. Both Verizon and Comcast have (had) building attachments on-site, but they’re now improperly placed and at risk of being completely damaged, causing severe outages to OTHER buildings.
According to the customer, Verizon has either addressed their portion or scheduled it. However, they’ve submitted multiple tickets with Comcast, which continue to be closed without action, without the courtesy of an explanation.
I visited the location and confirmed that the Comcast cabling in question does NOT feed this building—it’s simply passing through to support other properties. I’ve advised the customer NOT to have their electrician disconnect anything, as that could cause significant service disruption to other existing Comcast customers
I’m happy to meet someone from Comcast’s construction or field management team on-site if that would help move this forward.
Can you point me in the right direction to get a conversation started? A direct phone number or reliable contact  or a definitive process, would be extremely helpful.
How can i get this resolved, without causing a major outage to existing clients,
