Constant outage, no service

I have had techs out twice in the last few months, they fix everything temporarily then the outages start right back up, I have to restart my box nearly on an hourly basis. Everything is updated, I pay my outrageous bill timely and receive no support. I should not be paying for a service I simply am not provided.
