Comcast/XFinity Cable line is down.

A Comcast/XFinity Cable line is down, hanging almost to the ground, and blocking a neighbor's driveway (they are not XFinity customers). Automated services are no use and no one will properly escalate the issue to construction/bucket-truck crew. The cable is posing a safety hazard and XFinity seem to be fine with ignoring the issue. How can I talk to someone who can actually remedy the issue, before someone is injured or further infrastructure damage is caused?
