Comcast utility pit at the base of our stairs

We live in a condo, and at the base of our stairs there is a Comcast utility pit. We need to install a chair lift for my mother, and the rail will overlap the pit by approximately 5 inches. We’re trying to determine whom to contact at Comcast to request permission for the overlap and/or to confirm whether the utility pit is still active and required.

appointment was scheduled for 2/15 2-4pm to inspect the pit, but a technician did not come out. I spoke with rep at 4:30PM, told me someone was coming in an hour. No one came. What is the phone number for the corporate office in Philadelphia? I need to get this chair lift installed ASAP.
