comcast scam?

got a call from someome claiming to be from comcast and comcast was putting in a new chip that costs 900 dollars but we would get free and we would get 50 dollars off in jan for being loyal customer.  he spoke very bad english and i hung up in frustration,  phone nmbr in caller id waas 540-401-3286.  could not get through when i tried to call back.

scam?
