comcast email does not work with static IP address

I have an email account (@comcast.net) that is so old it used to be @adelphia.net .  I'd prefer to not have to give it up.  I'm never able to send email unless I turn on my vpn service (which masks my static IP).  Traveling, I've noticed sending email has not been a problem.  My IP at home is static from my ISP (which is not xfinity) and I have it for server access for work.  Evidently, Xfinity does not want to allow sending email through 3rd party software (in this case MS Outlook).  Is there a way to have my static IP whitelisted so Outlook will work with my comcast.net email?

rte3424 Thank you for posting on our community forum about your Email working over your static IP at home. Although we cannot whitelist your personal static IP, we can troubleshoot any error you're running into. When you access your Email account directly from our site: https://connect.xfinity.com/appsuite are you able to send and receive Email?
