Comcast cable hasn't been buried in 4+ months, please help

Hello,

There is a Comcast cable that is running between my neighbor's backyard and mine, and has not been buried since it appeared in earlier this year February.

I know it is Comcast because I called my city to ask about what that cable was. They said it was someone's fence company (not mine) that nicked the line, and they confirmed it was a Comcast cable line, hit by Cedar Mountain Fence Company, and told me to contact you directly to see how to get it buried. 

My city gave me the Comcast Julie ticket number for this cable: X250981906.

Please assist - there are children and dogs that are in the backyard around the cable and it is not safe. We have been waiting and calling around trying to get assistance to no avail.
