change my phone plan

I am currently of out the country and will be for the next 2 months, so I need to change my mobile plan from unlimited data to switch to by the gig. Unfortunately, the app says i am "ineligible to switch to by the gig". Please help me out on this. It would be ridiculous to pay such extraordinary money on a mobile plan when I won't even be using the phone.
