Can't set-up Internet due to past tenant

I recently moved into new apartment unit and my address was unable to be serviced due to lock down. I've reached out to customer service call several time (new person each time) and even went to the customer service center to get helped. I've provided welcoming letter, lease, and ID already, but the lock down is still on going for 5 days. Now, even the manager is ignoring the phone call. I can't even tell if the ticket has been created nor if anyone is looking into this issue. Is there way that this can be reviewed to get this unlocked ASAP? I do not understand why my roommate and I have to live without wifi because of prior tenant. It wasn't us who didn't pay the bill. This is honestly the most inefficient system that Comcast Xfinity should really review on changing.

And we need a actual utility bill the email from the power company does not give enough information on the address or location.-Orlando
