Cannot Upgrade to Unlimited Data, no explanation

Hello, I hope you are well. I have been trying to upgrade my xfinity internet plan to unlimited data for the advertised additional $30.00 per month, but every time I do I am redirected to a page that says "Temporarily Unavailable," without any explanation. I would like to know if I can, or cannot upgrade to unlimited data, and if not, I would like to know why. Please and thank you.
