Cannot get a Human to Help, AI Assistant goes in infinite Circles going nowhere!!!

I'm an Unemployed Disabled Veteran who is trying desperately to get answers on a very high bill; however, I cannot get a Human to Help, AI Assistant goes in infinite Circles going nowhere!!!
