Cancel my service under California ARL

I would like to cancel my service immediately as required by https://leginfo.legislature.ca.gov/faces/codes_displayText.xhtml?lawCode=BPC&division=7.&title=&part=3.&chapter=1.&article=9 t with which you do not appear to be compliant.  Please cancel my service immediately.
