Cancel All Services

I'm trying to cancel all services at my home address as I no longer live there as of June 30, 2024. Because I have a past balance, when calling by phone I'm always auto-transferred to the billing department.  The customer service agent that answered doesn't speak good English is not willing to assist with cancellations, states he can only "document the account"
