Cables not buried

People came out to work on the cable box and I lost connection. More people came out and reconnected it, but there’s a cable running over the ground to my house from the box. It has been several weeks and it hasn’t been fixed. I fear ill need to go to court to get an order against the neighbors where the box located, the village, and the entities that own rights to the easement
