Cable Line Safety Issue

I have been reporting an exposed wire tripping hazard safety issue multiple times over the last month. I have screenshots of all of my reports. I have not once received a phone call or had anyone come out to my house. This exposed wire has caused me to trip multiple times. To the point now where I have to avoid going to that part of my yard so that I don’t trip over the wire. I was able to get a hold of a human being on May 30 who told me they scheduled for someone to come out the next day, no one ever came to my house or called me. I have the reference number here: Reference number for Xfinity dispatch  1002200300722073. 
Can someone please tell me what I need to do for someone to take this seriously? How can I get a person to come out to my house to actually fix the exposed wire?
