Cable Line hanging, technicians never show, not a customer

I have a cable line hanging in the driveway of my business. I am no longer a customer. I've placed a ticket a week ago. I keep being told each day I call that a tech will be out in 24hours but nobody shows. This line is stopping my business from running smoothly. How do I get a tech out and to get the line raised as well? This line has been pulled down 4 times this year due to it sagging.
