Looks like a down cable line. DTE confirmed not electrical wire.

Thank you for letting us know, user_h5qxbz! Please do not touch the wires and stay clear of them. As a quick reminder, you can report an issue online by visiting xfinity.com/xfinityassistant. Type a message to let us know what your issue is (Hazardous or Dangerous Wires), and you'll be directed to the Report an Issue landing page where you can select the cables wires may pose a safety risk and enter your contact info. 

You’ll see a confirmation page as well as receive a confirmation email. Requests will be worked in the order they're received. Your patience is appreciated as we work to resolve your issue as quickly as possible. You’ll receive emails along the way to let you know about the status of your request, and if needed, we may contact you on the phone number you provided to gather additional information to help us resolve your issue. Once we’ve fixed your issue, we’ll send an email to let you know that everything’s all set.
