Bury cable to replace temporary cable

Our Xfinity service was provided through a buried cable, which was cut, during road work.  After 14 months of substandard signal from a temporary, surface-laid cable, we finally got a buried cable from a closer pedestal. HOWEVER two months later, the network leading to that pedestal was cut. Now there is a temporary, surface-laid cable leading to that pedestal. This temporary cable has been spliced once already since it goes across a driveway and was damaged with cars and trucks running over it. It is September and this has been there since about May. We have spotty service as is, so don't want to go through another winter without the buried cable. We have lost money with the various temporary cables, since video appointments can not be kept if there is a problem with the cable, and the doctors office charges a missed appointment fee. We also pay for Xfinity every month - for poor service. 

What can you do about this and how soon can the line be buried?
