Buried Comcast lines in yard

Hi - multiple questions. We were doing landscaping in our yard and encountered an unexpected comcast cable line. we called "Julie" (811) to have them mark all the utility lines in our yard but they said they no longer mark Comcast lines "since Comcast no longer pays USIC for the service" - Is this true? Second question - is there a way for us to to test whether a comcast buried line is 'live" or not? We originally had the Comcast lines buried from the utility pole outside the back of our yard many years ago but it has been done multiple times due to tree issues, squirrels chewing into lines and from the Tornado back a few years ago. TIA
