Good morning, and thank you for your quick response and for pointing me in the right direction.

Yes, I’ve already contacted my HOA and the management company, but they both stated they do not have a copy of the Comcast Bulk Service Agreement or any related documentation. Since this contract involves approximately $21,600 in annual income to the Association, I’m trying to obtain it directly from Comcast for full transparency and to ensure the terms are being followed correctly.

Could you please advise me on the proper Comcast department or contact that handles HOA bulk service agreements, or let me know the best way to submit a formal records request?

To be honest, the contract may not include all the information you are looking for, but it would have billing details, and what services are included. Usually your HOA will have a copy of the bulk agreement, or if you have a community office. Have you check with them yet?
