Box In Yard

At the end of 2023 Comcast dug a large hole in my front yard for fiber optics. The box is not down far enough for my lawn mower to avoid hitting the edge with the blade (and I have the deck high). Also, it is not properly fastened shut. How do I get somebody here to plant this lower in the ground or perhaps see that it's closed properly.
