Billing revised without an email

I don't think we ever received that all customers will move from 12$ to 20$ monthly bill. But today I was told by chat and over phone, I received the email on May 1st. I am confused where the disconnect and how can they increase from 12$ to 20$?

None of them helped me. How do I resolve this issue?
