Bill Due Date

Hi, I was wondering why my bill is due after only three weeks of opening the account and not a full month? I opened the account on 10/23 and my first bill is due on the 13 of Nov(21 days after opening my account). My bill also says I owe 60 dollars when I was told it would only be 50 a month with the discount but that was not reflected in my bill.
