A little browsing on the website finds a 'Contact Us' link, 

Xfinity Customer Service - Contact Us

 which includes a link to 'Legal Contact Information' with

"Look up contact information for your local franchise authority, learn how to get in touch about getting utility lines marked, or write us a letter."
