Agent ran my credit without my permission

Agent tried to give me a apple watch which I told him I didn't want. He wouldn't let it go so I told him OK but would not be paying anything out of pocket. I couldn't understand him very well but he said I needed to pay $23 and said nope forget it move on. That wasn't even the reason I was calling. Well I guess they ran my credit twice in the process and I did not agree to that. Extremely upset about this and need these inquiries reversed.
