You should be able to shop for plans here: https://www.xfinity.com/planbuilder as a new user using the new address. You can later link the new account to the old account and manage them with the same user ID following the instructions here: https://www.xfinity.com/support/articles/switching-between-multiple-accounts. Simply follow the first link, enter your new address, pick your plan, and check out.
