Accidentally cut an underground cable

Hello, I was gardening yesterday and dug up what I thought was a tree root and cut it, but it was a cable. My internet service is still fine and I have not heard any complaints from neighbors, so I'm not sure if it's a cable from another service provider or no longer in use. Please advise as soon as possible. Not sure why the cable was so close to the surface- it was only 3 or 4 inches deep, as opposed to the required 12-24 inches...

Hello, @user_0cef10. Thank you for reaching out to us today. From what you described it doesn't sound like an active line. Is there any writing on the line, or have you followed it to its endpoint for more clues about what the line is?

@XfinityCam​ I did not see any writing on the wire, also did not see any sparks or signs of active electricity.

No, I wasn't able to dig up all of the ground around the cable.

It's black, about an inch thick.
