Unable to make changes to my plan

I have been trying for several months to make changes to my tv plan, which I was informed I could cancel at any time. Furthermore, when I went to even just downgrade my plan, it would add random packages when I went to complete the order. I have not been able to find a way to contact anyone about this problem.
