Xfinity Representative Agreed to Remove Returned Payment Fees

Hello, I have Internet from Xfinity through Internet Essentials. I spoke with a representative over the phone on May 9th. He told me the extra charges on my bill were due to returned payments. I explained to him that I had to change all of my bank accounts and replace all of my debit cards due to fraudulent transactions. He said he would wave the returned payment fees, and to check back on 5/23 if the fees had not been removed. The fees have not been removed. I have tried calling Xfinity's Billing Department as well as the Internet Essentials help line. I receive multiple calls from Xfinity daily reminding me to pay the full balance. What should I do?
