Paperless billing (Eco billing) remains enabled in my account, but I did not receive any notification from Billing in either Sep or Oct.

I am having the same issue! I just checked my settings, and they are still set up to receive paperless billing, but I got nothing in September or October.
I received a late payment notification this morning by email. Looking into it, I found the last bill I received was emailed August 6.
