Why am I being charged for DVR service when I have set-top box with a hard drive?

I'm using a Motorola RNG200N cable box. It records to a built-in hard drive, which holds hundreds of hours of recordings. I have had it for over 20 years.

On my bill under Equipment & Services is a line item: "TV Box + Remote" $10/month (Just increased to $12/month)

On my bill under "Add ons" is a line item: "DVR Service" $10/month.

I was told by a Comcast employee that charge is for additional CLOUD storage for those who use the X1 "cable box"and record more than the allowed 20 hours.

I explained that I do not use the X1 box, I was told I could cancel the "DVR Service" so I did.

But after the "DVR Service" was removed, I could not access any of the DVR functions on my cable box.

I had to reinstate the "DVR Service" to access my recordings and set new ones.

I'm paying an additional $120 a year for a cloud service I do not use because I record programs to a device with a hard drive.

This is especially troubling due the recent increases to my bill for internet and cable, my lack of other available options for service and financial concerns as a retiree.

Short answer:

My Ultimate TV package includes 20 Hours of DVR Service. (This is called DVR-Lite) regardless of cable box I have.

The DVR Service is $10/ mo extra for 150 hours of cloud DVR, which I do not use.

We tried cancelling the DVR Service, but it disabled the DVR on my hard drive cable box. (Why? I could not get an answer.)

I have to pay $10/month for the extended X1 cloud service or the DVR on my Motorola box will not function. Which is par for this course.
