who is in charge of xfinity branded stores

I have been promised a credit of $81.83 from the manager of a xfinity branded store. I have a paper receipt from them showing it is due and text messages since 1/17/24 that he will do it. As of today, he still has not processed it and I just get the run around or avoidance. I have called billing and have opened up trouble tickets but they get closed and I am told the credit needs to be done by the store. So if the manager of the store is not doing it; who can I turn to? Is they anyone in charge or overlooks these branded stores?
