Was told peacock included with my monthly rate

When I approved my new rate back in August I was told that Peacock premium is included in my monthly rate. I confirmed about 3 times before “approving” the plan. Each time when asked if peacock premium was included in the base month rate of $XXXX the agent said yes. 
I have since contacted support 2 more times because the charges keep appearing on my bill. They said they will fix it but it appears that just means applying a $10 credit and then the next month I get charged again. Anyone else experience this?

I'm sorry that the charges keep appearing on the account. We do have several offers that include peacock premium, so I'm confident that the promotion is correct. Before making the change in August did you pay for peacock? 

I have a feeling that may be the issue and that, that subscription was not closed correctly. From that if you are using the same email address it may not allow you to activate the free promotion. 

We can dig into this and help get your promotion activated for us.
