I get this message when trying to add a new payment method for paying my bill even though I have already verified both my email and phone number:

You can't add a new payment method yet

We need to verify your contact information to keep your account secure. Make sure to add your phone number and email address if you haven't already.

It sounds like you may have a phone number and email address added to your account, but not to your Xfinity ID. You can find more details about how to add those to your profile here: https://www.xfinity.com/support/articles/update-account-preferences

The phone number and email address are my Xfinity ID. When attempting to follow the instructions in the article you linked, my email and phone number are already there and I have previously verified them but am still getting this billing issue.
