upgraded without my authorization

So I travel for work quite a bit. Recently realized my plan had been upgraded without my authorization. When I go online to my account to change my plan back I get quoted $130.55 per month plus a $20 discount for bundling services. The problem is, when I try to complete the change online, it looks like its setting up a new service. So I called to change it and was quoted $188 and change. Why the difference. I just want my old plan back and I want to know why they would charge me more to change my plan (not under contract unless that was part of the unauthorized change) than if I signed up new (specified on web no contract options). Comcast/

Xfinity has some of the shadiest business practices it seems.
