Unlimited Data

I've periodically tried adding unlimited data to my account only to be given "Temporarily unavailable" each time. I'd like to add unlimited data to my account and thought this account/billing issue would have been corrected after more than a year. It's unclear to me what else I can do to get unlimited data added to my account.
