The Internet bill was wrongly charged last month

The Internet bill was wrongly charged last month
We moved in on August 1st and have had a modem since that day

I installed a modem and started using the Internet on August 1st
Isn't it right to pay from this day?

Please make sure to refund the internet fee we paid from July 26th to 31st
